The cairn was erected in 1979, by the Rotary Club of Toukley, in memory of Mary Dorman who drowned in 1969, Robert de Lane who drowned in 1974, Lynda Angel who drowned in 1974, Glenn Fitzsimmons who drowned in 1977, Adam Jones who drowned in 1978, Omar Lagarana who drowned in 1978 and Barry Wells who drowned in 1979. The name of Terry Greentree who drowned in 1987 was added to the plaque at a later date. All of these people drowned in this locality.

Additional plaques have been added to the memorial to commemorate Tony Danchenko who drowned in 1997 and Jeremy Earnshaw in 2008.
