The seat commemorates David Charles Auchinloss Chapman who tragically died in a road accident in 2006. 

A Tasmanian P-plate driver who killed his friend in a road accident will spend three months in jail.Tomas David Martin, 19, pleaded guilty to causing death by negligent driving and to leaving the scene of the crash on Sandy Bay Road in Hobart last May.

His passenger and friend, 18-year-old David Chapman, died in the accident.

In the Hobart Magistrates Court today Martin was sentenced to six months in jail with three months suspended and 140 hours' community service. He has been disqualified from driving for two years.
