The gardens commemorate Henry Neville Phillips, a former Town Clerk from 1888 to 1935. Mr Phillips died in 1938. 

Mr. Henry Neville Phillips, C.E., who was town clerk of Maryborough for 47 years, died suddenly on Wednesday night, aged 74 years. Mr. Phillips was appointed town clerk when aged only 24 years, and he retired in 1935. He was secretary of the Maryborough Waterworks Trust for a similar period. For 22 years he was secretary of the Maryborough Highland Society, and also held office in the Australian Natives' Association, rifle club, and football and cricket clubs. Mr. Phillips has left a widow and a son and a daughter. The funeral yesterday afternoon was well attended.
