The rose garden commemorates Frederick (Dick) Law (1898 - 1963), who was Road Board Secretary and the Shire Clerk of Merredin Shire Council from 1934 to 1963.
He was born on 22 January 1898, in Northampton, Northamptonshire, England and died in 1963 in Merredin. He served with the Northamptonshire Yeomanry in France in World War 1 from 16 April 1917 to 21 January 1919. He mmigrated to Western Australia in 1921.
