The sculpture commemorates Sir Charles Lilley,  Premier and Chief Justice of Queensland. 

Sir Charles Lilley (1827 – 1897) was a Premier and Chief Justice of the Supreme Court of Queensland. He had a significant influence on the form and spirit of state education in colonial Queensland which lasted well into the 20th century.

Premier and Chief Justice of Queensland

Sir Charles was an editor of the Moreton Bay Courier, supported Queensland`s separation from New South Wales and became Premier and Attorney General in 1868.  He was appointed Chief Justice in 1879.
