The Monument commemorates soldier and public servant, Captain Matthew Foster (1796-1846).
Matthew Forster was a member of the 85th Regiment and served in the Peninsula War in Spain, and at New Orleans and was afterwards Major of Brigade in Ireland. He filled the positions of Chief Police Magistrate, Colonial Secretary & Comptroller General of Convicts in Tasmania.

He Successively Filled The Responsible Offices Of
Chief Police Magistrate, Colonial Secretary &
Comptroller General Of Convicts.
