The plaque and relief commemorates former mayor, Nehemiah Guthridge (1808 - 1878).
The first mayor of Sale in 1863, he presented the idea of forming a lake out of the lagoon and he had a landscaping vision for Sale. Because of this vision, the lake was later named Lake Guthridge. Nehemiah died in 1878 before the project was completed.

First Mayor of Sale and pioneer Gippsland shipper.
Established the first effective regular shipping service between Melbourne and the Gippsland Lakes.
Dedicated to town beautification, notably the Botanic Gardens and the lake that bears his name.
