A monument commemorates Chief Officer, William Bowen of the Lady Nelson, the first European man to enter Port Phillip. The cairn was unveiled during the opening of the Arthurs Seat Road in 1929. 

On 14 December 1929, a new tourist road was officially opened from Dromana to the summit of Arthurs Seat. Five plaques were unveiled - at Bowen's Point (145 metres), Franklin Point (195 metres), Murray's  Lookout (247 metres), Chapman's Point (271 metres) and the summit (305 metres).
