The plaque was erected in memory of homicide victim Janine Balding.

In 1988, Janine Balding from Wagga Wagga, who had been living in Sydney was abducted by a gang of homeless youths, consisting of four males and one female, in the carpark of the Sutherland station and gang-raped and brutally murdered. Three of the youths were sentenced to life imprisonment for the murder and it was recommended because of the 'grave' nature of the crime that they never be released.
