The plaque commemorates Isabel Robinson-Gray who was also known as the "Eulo Queen".

In 1889, she acquired the title for the Royal Mail Hotel, and later acquired the Empire Hotel, the Gladstone Hotel, and managed the general store and butcher shop.  She also worked as a courtesan, and at one time had the finest collection of opals in the world. 

She married when she was 53 to Herbert Gray who was 29 years old.  Herbert Gray died in World War One, and during the depression Isabel lost most of her wealth, and in 1926 was living in poverty.  She died in August 1929 and is buried in an unmarked grave at the Toowoomba Cemetery.
