The Windmill is a Bicentennial Gift from the Dutch community to the people of Penguin to commemorate Australia`s bicentenary in 1988. 

The mill commemorates the Dutch settlers in Penguin and the Dutch explorers who were the first Europeans to make contact with Tasmania. The Mill is dedicated to the memory of Janneti Tjaers who was the wife of Abel Tasman.

The Bicentenary marked the 200th anniversary of the arrival of the First Fleet in Sydney in 1788. Captain Arthur Phillip (1738–1814), commander of the First Fleet, established the foundations of a British colony at Sydney Cove on the 26 January 1788.
