The Garden was established to celebrate the centenary of Morwell Shire/City in 1992. On the 20th March 2007, a plaque was placed on the entrance pergola, in recognition of the contribution of the Edwin James Austin Bequest to the development and upkeep of the garden. 

The idea was suggested by Councillor Martin and a Steering Committee was formed.  Barry Johnson, a former president of both the Victorian and Australian Rose Societies, was asked to assist the volunteers to create a beautiful rose garden. The Morwell City Council, which has since become part of the City of Latrobe, offered three locations for consideration, including the chosen site of the Norman Sharpe Reserve. 

The City of Morwell was a local government area about 150 kilometres east-southeast of Melbourne, the state capital of Victoria, Australia. The city covered an area of 670.81 square kilometres (259.0 sq miles), and existed from 1892 until 1994. Originally split between the Shires of Traralgon and Narracan, Morwell was first incorporated as a shire on 22 May 1892.

This Rose Garden Was Designed And Constructed By The Community Committee With The Expert Assistance of Barry Johnson- President Rose Society of Victoria.

The Garden Created By The Citizens Of The City Of Morwell Was Formally Recognised As A Centenary Project By The Council Of The City On 3 February 1992. 

Construction Commenced On 25 March 1992 And Was Made Possible By Generous Community Support.
