The monument commemorates police officers who have been killed on duty or have died as a result of their duties and recognises the police contribution to the Australian community. The $2.4 million monument was jointly funded by the Australian Government (through the Australian Federal Police), State and Territory Police Services and Police Federation of Australia

More than seven hundred police officers have been killed on duty or have died as a result of their duties since the advent of policing in Australia. The first recorded police death on duty was Constable Joseph Luker of the Sydney Foot Police in 1803.
