The plaque commemorates the opening of the Westminster School Carter Laboratories in September 1965.

​Mr Roy Carter - a School Council and Executive Committee member, Mr Carter was awarded the Order of the British Empire in 1966 for services to the community. The Carter Laboratories were opened in 1966 in his honour. He was made a Life Member of the School in 1975.
