The hall commemorates those who have served in World War Two.

In 1899 the original front section of the building was opened as the Newcastle Municipal Chambers for use as a meeting place for the Municipal Council and the Roads Board. The town name of Newcastle changed to Toodyay in 1910.

In 1910 the existing building was substantially extended to the rear to accommodate a hall, with it being known as the Toodyay Town Hall. In 1912 the Council and the Roads Board amalgamated and the front section of the building became known as the Toodyay Road Board Chambers.

On the 26 January 1920, the Toodyay Road Board District Roll of Honour for World War One was unveiled in the Road Board Chambers by the Minister for Works William J. George.  On 25 April 1954, a World War Two Honour Roll was unveiled Toodyay Road Board Chairman, Edward Davy.  The two honour rolls are in the foyer of the hall.

In March 1956 the Toodyay RSL Sub-branch sent a deputation to meet the Toodyay Town Hall Committee, with a proposal relating to the funding and use of the Town Hall. The Sub-branch was concerned there was no adequate memorial for World War Two, and suggested the RSL donate £1,000 to the Road Board towards the planned Town Hall extension and refurbishment, with the provisos that the Hall be renamed the Toodyay Memorial Hall and the Sub-branch have the use of the Hall rent free for its monthly meetings. In April the Toodyay Road Board accepted the proposal and an agreement was drafted.

In 1988 the dual-faced clock on the front of the building, a locally-made replica of a railway clock, was added as part of the Australian Bicentenary Celebrations.

Plaque :

This plaque is erected to recognise the
contribution by the Toodyay RSL 
Sub-Branch to the Toodyay Memorial Hall.

On the 14 January 1957, 
Toodyay RSL Sub-Branch donated its
entire Building Fund being nine hundred
and fifty six pounds four shillings and
sixpence to the Toodyay Roads Board, to
enable them to carry out repairs and
renovations to the Memorial Hall.
