The free standing sailor statue commemorates those who have served or are serving in the Royal Australian Navy since its inception. Funding of $55,620 was approved in May 2016 through the Saluting Their Service Major Grants Program for the erection of the memorial.

The FESR Naval Association (Australia) Inc., Queensland Division, noted that there was no free standing sailor statues in Queensland dedicated to all who served in the Royal Australian Navy since its formation. So a steering committee was formed (Rudi Bianchi (Queensland President), Bob Witt, Harvey Mills (Federal Vice President), Lance Elliot ( State Secretary) and myself), to look into rectifying this oversight. After receiving quotes for a two metre high Bronze Statue, it was voted by FESR Members to obtain the services of Catherine Anderson of Boonah. She does classical and realistic work in the traditional lost-wax method of bronze casting.

The committee viewed one of her statues, commissioned in 2002 during The Year of the Outback, called “Looking to the Sky”. The next job for the committee was to find a suitable site for the statue’s placement. This created a few problems, as after meetings with various Brisbane councillors, the first choice of Roma Street Gardens was squashed as the area was to be redeveloped. The second choice, which would have been perfect, was next to the former Naval Office in Edward Street Brisbane on the banks of the Brisbane River. But,  this too was to be redeveloped. It was then put to one of the council meetings, that there was an unused plinth at the base of the South Brisbane Memorial Park, on the corner of Stanley and Sidon Streets, which is opposite the Queensland Maritime Museum. So application for this site was made to Brisbane City Council and was approved.
