The plaque commemorates lifesaver Allan Newman who drowned while training at Cape Paterson in 1938. Allan Newman was secretaryof the Wonthaggi Life Saving Club. 

WONTHAGGI, Thursday. - While at life-saving practice at Cape Paterson last night, Allen James Ralph Newman (26) was caught in a mass of sea weed and drowned. He was secretary of the club. When bought from the water Newman was rushed to Wonthaggi Hospital, and placed in a respirator, but failed to respond.
