The marble tablet commemorates the Reverend William Garrard who was chaplain at New Norfolk for over fifteen years. Reverend Garrard died in 1847.
The Rev. William Garrard was appointed early in May, 1832. He had formerly been at Sorell. Various alterations were made to the buildings during his incumbency, and the Mental Diseases Hospital was moved to New Norfolk. He died and was buried in April, 1847.
