The plaque commemorates the services of Dr H. R. Maclean, who was the founder and honorary surgeon of the Williamstown Hospital from 1894 to 1934. 

A tablet erected in Williamstown, Footscray and District Hospital by citizens of Williamstown in memory of the late Dr. H. R. Maclean, the founder of the Institution and senior surgeon at the hospital up to the time of his death, was unveiled last night in the presence of a number of subscribers to the institution. On behalf of the citizens' committee, Cr. J. T. Gray handed the tablet over to the president of the hospital committee, Mr. K.W. Jackson, who performed the unveiling ceremony.
