The plaque acknowledges the dedication and vision of Donald Smithers Freeman (1912 - 1992) for his efforts to procure flood protection for South Grafton and surrounds. 

Donald Freeman was the first President of the South Grafton Residents Progress Association formed in December 1979, an office he held continuously until the time of his death. Mr Freeman was named as Grafton Citizen of the Year in 1984.
