The monument commemorates the public spirit of Joseph Cromie, founder of Glen Cromie Park in 1895.

In the late 1800's Glen Cromie Caravan Park was a private oasis, owned by a local Warragul business owner named Joseph Cromie.  Joseph used to use the land to hold picnics and outings for family and his employees.  Later the park became a picnic park for the locals.
