The monument commemorates artist Napier Waller (1893 -1 972).
Napier Waller was born in Penshurst and as an artist who worked mainly in stained glass and mosaics. In 1952-58 he designed and completed the mosaics and stained glass for the Hall of Memory at the Australian War Memorial, Canberra. He was appointed O.B.E. in 1953 and C.M.G. in 1959.
