The plaque commemorates the 150th Anniversary of the Legislative Council of New South Wales and the inauguration of parliamentary institutions in Australia. 

The plaque was presented to the Upper House of the Parliament of New South Wales by Prince Charles on behalf of Queen Elizabeth 11 in 1974.
