The plaque commemorates the 10th anniversary of the Sister City relationship between Holdfast Bay and Hayama, in the Kanagawa Prefecture in Japan.

Sister cities are cooperative agreements between towns and cities, and politically distinct areas to promote cultural and commercial ties.
