The garden was established in recognition of the assistance given by sister cities in promoting international understanding and fostering world peace. 

The statue was presented to the people of Orange by its sister city Ushiku. 
 

Sister cities are cooperative agreements between towns and cities, and politically distinct areas to promote cultural and commercial ties.
