The fountain commemorates Australian Federal Police officers who were killed on duty.
The police officers contained in the Honour Roll are : -

Constable Robert Bishop
Sergeant Llewelyn Thomas
Inspector Patrick Hackett
Constable Leslie Norden DCM
Sergeant Ian Ward
Senior Constable Michael Zegenhagan,
Assistant Commisioner Colin Winchester
Constable David Hanwyck
Superintendent Robert Shepherd,
Federal Agent Stephen Hill and Protective Service Officer Adam Dunning.
The shards of the memorial are representative of the various organisations overlapping one another to form the Australian Federal Police. These organisations are: The Australian Commonwealth Police Force (including the former Peace Officer Guard and Australian Police); The Australian Capital Territory Police Force; The Australian Narcotics Bureau; and The Australian Federal Police. Together the shards form a symbolic Eternal Flame. This formation pays homage to the memory of those who have lost their lives in the course of their duty.
