The memorial stone commemorates the Labor Party`s win in the 1904 federal election.
In 1904, W. H. Carpenter, MHR, the first labour representative for the Fremantle district in Federal Parliament, laid a memorial stone to commemorate the Party`s win in the 1904 Federal elections.

The foundation stone of this building was laid on 26th March, A. D. 1901 by the Right Hon Sir John Forrest P.C., G.C.M.G., D.C.L., M.H.R. Federal Minister of Defence.
