The black granite memorial, with name plaques, commemorates the War Memorial Avenue which was planted in Hay Street in 1949 in memory of those from the district who died in service or were killed in action during World War Two. 21 trees were planted each bearing a plaque with the name of the fallen soldier and thee avenue was originally dedicated on ANZAC Day 1949. 

Over a period of time the trees and plaques declined and were in poor condition and the Cobram-Barooga RSL Sub Branch restored all the plaques in 2017 and these were placed on the memorial.

                    HAY MEMORIAL AVENUE
During 1949 Mr. Harold D. Hay of Boomanoomana most generously funded Cobram's first War Memorial. An avenue of 21 trees was planted, each with a plaque bearing the names of Cobram and District servicement who had gallantly given their lives during the Second World War. With the passing of time trees and plaques declined into poor condition.

The Cobram-Barooga RSL Sub Branch has undertaken to have all the plaques restored, and placed on this wall, here in Hay Memorial Avenue, in 2017, where they were originally dedicated to the fallen soldiers on Anzac Day 1949.

This memorial honours the service and sacrifice of these men who paid the supreme sacrifice. It also honours their families and loved ones who endured their loss.
