The hall was erected to commemorate those who died in service or were killed in action during World War Two.  It was opened in 1961 and refurbished in 2009. 

The second General meeting for the Memorial Hall Fund was held at the Mechanics' Institute on 7th inst, Mr P. Viney (President) presiding. In addition to Mr Cook (secretary), Mr Martin (organiser) and members of the committee, those present included representatives of various bodies and members of the public who have promised every assistance in the drive for funds for this worthy cause. It is proposed that the hall will be as modern and up-to-date as possible —a fitting memorial for the servicemen who have lost their lives in this war and a meeting place for those who return, as there are club rooms included in the plan.

Opening date for St. Marys Memorial Hall has been fixed by Penrith City Council as September 16, with distinguished soldier Sir Ivan Mackay to perform the ceremony. Council had previously agreed with the St. Marys branch of the R.S.L. that a distinguished soldier would officially open the hall. In reply to a question by Ald. A. E. Bennett, the Town Clerk, Mr. H. P. Corr, said a full report on the use of the hall was being prepared for presentation to council as soon as possible. Ald. Bennett had asked if a list of charges for the rental of the hall could be submitted to the next committee meeting. Cost of the hall, complete with furnishings and public address system, would be £51,488, stated Mr. Corr in his report to last week's meeting.
