The plaque commemorates the 15000 Polish Prisoners of War who were murdered by the Soviet Security NKVD on Joseph Stalin's orders in April 1940 in Katyn and in other places within the former U.S.S.R.
The plaque commemorates the 55th anniversary of the event.
