The hall was built to commemorate those who served in World War One.
Brigadier General Elliott performed the ceremony of the laying of the foundation stone of the Returned Sailors and Soldiers' Memorial Institute, at Oakleigh, on Saturday, and formally declared the hall open. Addresses were given by Mr Francis, M.H.R., Mr Merrett, M.L.C., and Councillor H. H. Brine, and Mr W. Stewart, president of the institute committee.
