The plaque commemorates men and women who have served with No 28 (City of Canberra) Squadron and their contribution to the nation. 

No. 28 Squadron is a Royal Australian Air Force (R.A.A.F.) active Reserve Squadron, based at HMAS Harman in the Australian Capital Territory. It was raised in 1984 at R.A.A.F. Base Fairbairn, and relocated to Harman upon the closure of the R.A.A.F. base in May 2004.

No. 28 (City of Canberra) Squadron was formed at Royal Australian Air Force Base Fairbairn on 1st July 1983 when the Base closed in 2003, the Squadron moved to HMAS Harmon.

No. 28 Squadron is an active Reserve Squadron, coming principally from Canberra and Wagga Wagga. The Squadron`s members represent a wide range of civilian occupations, many members have had experience in the permanent Air Force. 

The Squadron`s motto 'In Response' is most appropriate as Squadron members have served in Australia and overseas, including Bougainville, East Timor, Iraq and Afghanistan in support of Defence Force operations and exercises. They have also supported the civilian community in times of natural disaster. 

This plaque recognises the men and women, past and present, of No.28 Squadron and their contribution to the Royal Australian Air Force, the people of the Australian Capital Territory and the nation.
