The monument commemorates the services provided to Toowoomba and District by William Charles Peak. It was originally a drinking fountain. 

The Mayor (Alderman J. D. Annand) this afternoon dedicated a marble drinking fountain In recognition of the notable William Charles Peak. The fountain, which is situated in Queen's Park, has been erected by public subscription. Mr Peak has been connected with the growth of Toowoomba since 1867. He is a director of the Darling Downs Building Society and a leading official of the R.A. Society. He is also actively connected with the Toowoomba ambulance, Chamber of Commerce, and he is also one of the trustees of the Clifford Park racecourse.
