The sculpture is dedicated to refugees of the world.

AUSTCARE is a non-profit independent organisation, which was founded in 1967 through the co-operation of various community organisations committed to improving life for refugees. It was established as a permanent Australian-based organisation to co-ordinate refugee assistance activities. It set up the now-independent Refugee Council of Australia, and AUSTCARE now specialises in working with refugees and displaced people overseas.
