The memorial was originally erected in memory of those who died in service or were killed in action during World War One. 
Two walls have been erected behind the cenotaph and contain the names of over 1000 personnel from the district who served in conflicts in which Australia has been involved. 

There was a march of sixty returned men and a service at Merbein memorial gates on Saturday morning. At Red Cliffs in the morning 150 men marched to the new Cenotaph, which was unveiled by Wing Commander Cole of the Air Force. A service in diggerland followed. At Mildura in the afternoon 250 district men marched to the R.S.A. memorial where wreaths were laid and thence to the Wonderland Theatre which was packed to the doors.
