The plaque commemorates Vic Fleming and all those who served Australia. Vic Fleming was instrumental in the birth of the Springvale RSL in 1920.

The Springvale RSL was born in an era when Australia had just been involved in the Great War. Over 4 years of conflict, families lost sons, husbands and brothers. Men who came home made a pledge to look after each other and their families. Victor Fleming with his brothers and a couple of cobbers (around the kitchen table of his corner shop) decided that Springvale needed to bring together its servicemen and actioned the birth of the Springvale RSL on January 13th 1920.

A meeting was held in the Mechanics Hall where it was proposed by Mr Smith and seconded by Mr W Holford that a sub branch of the R.S.S.I.L.A be formed at Springvale and that was carried unanimously.
