The tree commemorates 25 years of friendship between the Toowoomba region and the City of Takatsuki, Japan. Takatsuki is a Sister City of Toowoomba. 

Sister cities are cooperative agreements between towns and cities, and politically distinct areas to promote cultural and commercial ties.
