The wall commemorates the 1672 people who died while defendingAustralia during World War Two. The concept of a Memorial Wall was proposed by the Darwin Military Museum's Allan Ogden within the Darwin Military Museum precinct.

The wall provides an historical record in one place of Allied personnel including civilians, who died as a result of combat action in Northern Australia in World War Two. While the victims of the first two raids on 19 February 1942 were listed with varying degrees of accuracy around Darwin, those killed in action in the rest of the war, or those who died as a result of their posting to Northern Australia, were not. Nor were those based in the Top End who died some distance from the Northern Territory in actions operating from the Northern Territory.
