Captain Hepburn drove sheep overland from Sydney and settled in the area and is remembered as the founder of the area.

The memorial is a cairn erected by J.H. Stout, Clarke Sewell and Arthur Toose who transported the stone to the top of the mountain with one of the first crawler tractors in Victoria
