The bell commemorates Flying Officer Lesley Olney, a Royal Australian Air Force (R.A.A.F.) officer who served in the Katherine area during World War Two. He was killed in an aircraft crash at South Goulburn Island in 1943.

The bell was erected by former officers of R.A.A.F Survey and Design Unit whose headquarters were located at the Old Katherine High School.

The bell was relocated to the cenotaph in O'Shea Park in 1989, and then relocated to the Katherine War Memorial. The bell is now located near the new cenotaph in Railway Street.
