The plaque commemorates refugees and their contribution to the community and celebrates the declaration of a Welcome Refugee Zone in Hepburn Shire.

To celebrate World Refugee Day in June 2002, the first 15 Refugee Welcome Zones were declared by Councils and Shires in Victoria, New South Wales and South Australia. In 2004, the Hepburn Shire declared itself a Refugee Welcome Zone
