The hall commemorates those who died in service or were killed in action during World War One.

It has been decided to a erect an addition in front of the present School of Arts building at Barham as a memorial to the soldiers. The building will be of two storeys. The design will be imposing and the facde is to be carried up in brick, with cement facings. Two large bay windows will be on the upper floor, with a shield in the centre. The ground floor space will be divided into a library and reading room for the general public, and the upper floor will be arranged for the use of the Returned Soldiers` Association. Mr. A. Lanyon Clark has been appointed as the architect and he is now engaged in preparing the working drawings.
