The garden commemorates those who were killed or died as a result of the Bali Bombing in 2002. 

In October 2002, a terrorist bombing at the Sari Nightclub and Paddy’s bar in Bali claimed the lives of over 180 people, including 88 Australians. Soon after the news reached Australians, people began to place flowers on the front steps of Parliament House, Melbourne. The location was suggested by a caller to talk-back radio.

After three days, the flowers covered the entire area of the steps, save for a roped-off walkway. After nine days, Parliamentary staff collected the cards and toys and cleared away the flowers. The flowers were composted and used to help establish a memorial garden in the grounds of Parliament House.
