Minnis an ex-mayor of Blackall and a returned soldier. The honour roll of the those who lost their lives during World War Two was added to the memorial at a later date. The memorial was rededicated on the 25th April 2009.

At a meeting of the War Memorial Committee on the 16th February 1927, the tenders for the war memorial which is to be a Cleopatra's needle type in grey granite was considered and the tender given to Petrie Brothers (Brisbane). The work was to commence immediately for unveiling on Anzac Day.
